The 2024 Voices of Recovery Summit brought together 108 recovery advocates, professionals, and enthusiasts from across Washington and beyond for a powerful day of connection, learning, and inspiration. Participants engaged in meaningful conversations, shared diverse perspectives and lived experiences, and exchanged best practices to strengthen recovery supports in their communities. Together, we explored innovative strategies, celebrated resilience, and amplified the voices driving the recovery movement forward.

Keynote Speakers

Nathan Billy
Nathan Billy serves as the Region 10 Director for the Substance Abuse and Mental Health Services Administration (SAMHSA). He is a citizen of the Choctaw Nation of Oklahoma and has previously served as the Director of Behavioral Health Programs for the National Indian Health Board (NIHB) in Washington, DC, where he provided behavioral health policy and program support for all federally recognized American Indian and Alaska Native tribes.
Prior to NIHB, he served his own tribe as both Deputy Director of Behavioral Health and as a Licensed Professional Counselor in residential treatment and recovery. His administrative and therapeutic experience includes a specific focus on substance use disorders, including prevention, treatment, recovery, and harm reduction initiatives; prevention of Adverse Childhood Experiences (ACES); domestic and intimate partner violence prevention; suicide prevention, intervention, and postvention; crisis response capacity building; and integrating behavioral healthcare in both clinical primary care and Tribal law enforcement settings.

Jessica Anderson
Jessica Anderson is the Founder and Executive Director of DrorCharm, a nonprofit organization dedicated to fostering trauma-informed health and healing. As a certified Recovery Doula, Community Health Worker, and Restorative Justice facilitator, Jessica is deeply committed to supporting individuals on their recovery journeys. A proud member of the Crow Nation in Montana, Jessica collaborates with healthcare centers, schools, and other organizations to transform trauma into stories of resilience and hope.
Her work focuses on creating pathways to healing within her community, empowering people to reclaim their narratives. In addition, Jessica has partnered with Her Campaign and Journey2Empowerment, working alongside local law enforcement and the state Department of Justice to deliver anti-trafficking education and support initiatives aimed at protecting vulnerable populations.

Megkian Doyle, EdD
Dr. Megkian Doyle is a dynamic leader and educator with deep roots in the Crow community and a passion for holistic, family-centered approaches to community healing and development. Currently serving as the Executive Director of Mountain Shadow Association, a Native nonprofit on the Crow Reservation, Dr. Doyle has been instrumental in leading initiatives that uplift families and drive positive change in her community. With a Doctor of Education in Curriculum and Instruction from Montana State University, Dr. Doyle’s career spans multiple roles, including teaching at Lodge Grass High School, serving as a professor at Montana State University, and directing the Regional Community Action Team at One Health, a federally qualified healthcare center. Her leadership in the Raising Places initiative—a 9-month, family-centered design project—helped establish Mountain Shadow as a nonprofit, initiate multiple community change projects, and set the groundwork for a family healing center grounded in whole-family health.
In addition to her academic credentials, Dr. Doyle holds numerous certifications, including Mental Health First Aid, Master Narcan Trainer, Indigenous Doula, and Invitation to Change Facilitator. She is a certified trainer in Communities That Care and Native American Fatherhood and Families programs, bringing a culturally informed and evidence-based perspective to her work. Dr. Doyle lives in Bozeman, Montana, with her husband and five children, all members of the Crow Tribe, where she continues her lifelong dedication to improving the lives of Native families and communities.
